Difficulties Continue for Aid Distribution in Northern Gaza In Spite Of Truce
Even if the border entry point with Egypt becomes operational soon, relief agencies encounter major challenges providing assistance to Gaza City, the region hardest impacted by hunger, according to experts.
Infrastructure Challenges
Primary highways are almost blocked due to massive destruction across the devastated territory β or are still controlled by security personnel. Any vehicle that malfunctions is likely to be instantly looted.
Zikim, the key gateway to the north, damaged by multiple years of war, has been closed for many days, and government representatives have notified aid groups in Gaza that there are no short-term arrangements to open the crossing, per reports from relief personnel.
Devastation in Northern Territories
Gaza City was the target of a large-scale military operation launched in August that was ongoing when the ceasefire deal was signed last week.
Destruction in the north has been widespread, with entire towns including Beit Lahiya and Beit Hanoun in devastated as well as many of the outlying areas of Gaza City.
"Any operation of a crossing into Gaza is welcome, but we need to make sure we can reach people where they are," said a senior director from a humanitarian organization.
Humanitarian Circumstances
Local residents said many of the estimated 300,000 people who have returned to the north from the overcrowded coastal zone where they had been living during the military operations were now "living" among the ruins of their homes, often without any housing and with insufficient supplies or resources.
A representative from a UN agency said the destruction in Gaza City was "shocking".
"There is block after block, building after building ... there is massive desperation for drinking water. The situation is dire. We must have all the crossings functioning," the representative, who was in the urban center in recent days, stated.
Restricted Distribution
A local director working from the northern city said the needs in what used to be the area's thriving business and cultural hub were "enormous".
"There is positive expectation and optimism but there needs to be rapid progress on the crossings. We didn't witness substantial progress on the ground yet," the representative commented.
"We continue to receive a small quantity of support [and] we are only starting to understand the degree of devastation. Numerous roads are overwhelmed by ruins ... there is almost no home that is secure. We see destruction and unexploded ordnance everywhere."
Ongoing Progress
On Saturday, relief groups said small quantities of necessary propane entered Gaza for the initial occasion in multiple months, along with deliveries of wheat, rice and produce. The recent deliveries sent prices in markets decreasing.
Within a central community, a civilian said there had been certain progress since the ceasefire.
"Stores are full of food, vegetables, and fruits, although the costs are remaining elevated and not attainable for the entire population," the individual said.
Winter Needs
"The primary requirements currently, especially with the approach of winter, are to have a tent to protect us from the cold weather and warm garments because the stores do not have sufficient clothing for us or, if they are available, they are scarce and prohibitively costly."
Several UN-supported bread-making centers in various locations have begun working again since the peace agreement.
Aid Distribution
Vehicles were announced to have come through the Kerem Shalom crossing from Israel to Gaza during recent days, though specific quantities were unknown.
Israel's public broadcaster reported that Wednesday's humanitarian shipments would include nutritional supplies, medical supplies, petroleum products, cooking gas and tools to restore crucial facilities.
"Humanitarian aid remains flowing to the Gaza territory through the humanitarian corridor and additional routes after security checks," an military representative said.
Allocation Problems
But counting the quantity of vehicles could be inaccurate, advised a specialist from a relief agency. "It's crucial to understand the contents of the transports and their capacity levels for it to be a genuinely useful indicator," the expert added.
Private companies are dispatching fleets of trucks carrying confectionery, carbonated beverages and treats, which have little nutritional value, while critical care for minors or others who have been without proper sustenance for an extended period are scarce.
Treatment Status
In Gaza City, only a handful of healthcare facilities are functioning, compared with numerous in July.
Various groups have millions of dollars in assistance materials stockpiled in the region awaiting entry. A UN agency working with Palestinians across the area for a long time has extended provisions of sustenance for all residents prepared to be distributed.
"We have the supplies, the instruments and the capabilities ... we simply must have the permission," said a humanitarian staff member, just returning from Gaza.
Political Factors
An international initiative specifies that "full" support should enter Gaza and be provided through the UN and relief organizations, without obstruction from both military groups or state authorities.
This seems to prevent the debated authority-approved aid group which commenced activities in spring, causing disorderly situations and numerous casualties as numerous individuals gathered around its assistance centers.
